I'm not sure why most places are requiring a core charge on an engine that's "New."

It is so they get something back to send to their rebuilding operation. Ford has core charges on bumper covers, headlamps, taillamps, new EGR valves, new EGR coolers, and new MAFs. It is all to keep the old parts out of the aftermarket.
