FRAM Ultra XG7317 leaks oil from top of cannister ...

^^^ Motorking/Jay hasn't been at Fram for a long time. Most of the employees were turned over when Trico took over.
I know, he was the best source & contact for Fram questions. I’m just wondering if rust through is considered a warrantable condition or not-the way First Brands seems to be going doesn’t look good, IMO.

Only one way to find out ... if the OP contacts Fram to see what they say. I'd like to know what they say and do.
 
The rust blistered surface isn't going to help his case.
Hard to say. Since it looks like there are all kinds of rust blisters all over the can without any evidence of paint chips to expose bare metal for the rust to start, then maybe the cause is related to something done during manufacturing. Or the paint just isn't very protective, and if so maybe Fram needs to look into a better paint and/or better paint job.

It’s all part of the package. If that filter was installed for the duration of the manufacturer OCI and/or the duration of the Fram warranty period then it should not leak for any reason whatsoever.

All of which assumes that this is true and that the OP submitted a claim as was recommended by several individuals in this thread. I live in a very salty area and two of my cars have an oil filter that is on the bottom of the engine directly exposed to the road. None of mine have ever rusted through or leaked within a one year period.

He didn't mention the vehicle but my guess he exceeded the time and mileage interval recommendation by the manufacturer. Nor did he mention any proven, documented damage to the engine. Recommendations from others in this thread are meaningless. About all the OP can look forward to is a replacement filter if that. Seems like a lot of effort just for a new filter.

The Ultra is rated for 20,000 miles (he went 9100): and for a maximum of 1 year (he went 11 months)-so, he’s good on those intervals. I’m just amazed by the amount of rust-on the rolled edge of the can by the engine, and all over the can, blistering everywhere-thin metal was always the Ultra’s Achilles heel, and rust would make it even riskier. I can testify that there is NO paint under the Sure Grip, so any salty moisture gets under it, rapid rust results.
 
Most vehicles today have splash shields that protect the underneath from a lot of the elements. I didn’t see the OP mention what vehicle this is off of but it had to be exposed.

I read that and went ... what? So just went out in the garage and got a cut open Fram from a previous oil change. Scraped off the black grip coating and it's definitely painted underneath.

It wouldn't make any sense from a manufacturing viewpoint to not paint the entire can and then add the grip coating.

My view is if Fram is interested in anaylzing this filter to see if the quality can be improved, and they send a pre-paid package for him to send it back, then why not do it. Yes, he would probably get a filter or two back as a replacement too.

Weird-then the paint came off the XG3600 I had when it got dented, it had no paint underneath it. Seems like the PH/orange filters might have a little better paint?

Probably because the paint released from the metal and stayed on the grip coating - ?. What caused the grip coating to come off in the first place?

Hit by road debris, guessing gravel? I wasn’t really mad when it happened, it is an oversized one for the application, although it hasn’t happened again. Since it had been proven to last for nearly 20K miles, on two M1 5W30 EP OCIs, I had no reason to not just slap on another XG3600 & keep going. Never had one rust like the OP has, though, & we have salt & fairly high humidity here.
