Your assertion being that if cops pulled over people and wrote more tickets, they'd have more revenue?
That is a flawed presumption.
I'm going to explain how most states run their citation systems. Obviously there will always be nuances which vary from state to state. This is a generality, not an assurance that your state does what every other state does.

The cost of a ticket consists of two things; the court costs and the fine. Most every state I know of has a system where the legislature sets the court costs. Court costs represent the largest portion of the overall ticket cost. Fines typically are a smallest portion of a traffic ticket; there is a min and max set by the state. For example, in Indiana when I was active duty, the court costs were around $110, and the minimum fine was $1, with an extra $.50 if it was a moving violation. Of that $111.50 total, not one penny went to the LE agency. The court costs cover the processing (paying the judge salary, the clerk salary, the staff, the overhead, etc). The actual fine money typically goes to the municipality, often to the prosecutorial office. If the person was a multi-offender, the "fine" would go up, but I rarely saw it go over $10; which still went to other entities and not the law enforcement department. There are max limits on the fines, but the list varies depending on the infraction and state. Many states have taken to doubling the "fine" if the citation is for a moving violation in a construction zone; these can get pricey quickly. But again, not one penny goes to the agency of the cops who wrote the ticket.

Often, you will be offered a "diversion" opportunity by the prosecutorial entity. You pay an "administrative fee" up front. This is a means of them gathering more money, and deferring the prosecution of your citation for some period of time (typically a year). If you don't commit another traffic violation, that initial charge is dropped. Then they keep the money for their office. While some people decry this process, it helps greatly in keeping tax rates lower, as they use this money for the expensive labor costs of high-profile cases such as rape, murder, etc. They often set these deferral costs near or only slightly above the "minimum" court costs, so you're encouraged to use the deferral program. These programs are a "win-win"; you get off with no ticket and no insurance bump, and the county gets more money for costly trials. But as you may have noticed, not one penny goes to the cops with this program.

About the only time a LEO agency gets money is when they confiscate/seize money and other things from nefarious people who deal/transport drugs, etc. The items and money are typically held in escrow until the case is over, and if the suspect(s) are found guilty, they forfeit the cars/guns/money and that goes to the law enforcement agency. But none of this is compensation for a traffic citation.

There is an increasing number of drivers who do not want to yield at 4 way stops. Even if you arrive at the intersection well before the other driver, they will not stop and will blow right through the intersection.
This is so annoying that I have resorted to a new strategy. When I approach an intersection, I will slow down and if I see a car speeding towards the intersection, I will stop and then proceed slowly through the intersection, thus forcing the other driver to make a complete stop at the stop sign. Of course this disrupts their plan to blow right through the intersection.
In my city, these four ways are being replaced by round a bouts. Problems solved.
 
Honestly the other problem which I believe is equally bad is the TOO NICE driver at 4 ways. These are the ones who know they have the ROW but want to wave on the next guy because they're just so darn nice.

This does a favor to NO ONE as it interrupts the flow. Everyone should just follow the rules at a 4-way stop and things will go as smoothly as they can

If there is nobody behind me, and I'm not interrupting traffic flow...I will sit there, eyes straight ahead and wait for them to go. It is so interesting the number of times a sign of ignorant "niceness" turns into a bird when they finally go.

OP don’t do what you do in Phila. You will be t boned and involved with someone you don’t want to be.

Way before the code stated not to pull over cars with no registration, no insurance, no valid inspection, no driver license, 5% tints (this to me is a game changer and took it to another level), nobody stopped at stop signs not even in the suburbs where I live.

For those who find what I say hard to believe, watch the YouTube of target or cvs stores being robbed blind. It’s the same in our roads here.

Agreed. Its a form of virtue signaling IMHO. Similar to people who move to the left lane on the freeway when they see someone merging even if traffic is light and the blend in would be very easy. This has created people who think youre obligated to move over rather than it being a courtesy.
 
There used to be a gentleman down the street who like clockwork would race his WRX past my house. It took one phone call with a few minutes to describe the color, model, year, general house location and smokey was there camping for a good few weeks. Give it a try and watch what happens.
I don't know where you live in Texas, but in Austin the police won't come even if the vehicle ran off the road and hit a tree. The reason I say this is that this exact thing happened at the end of my block. No injuries, no police, period. Even after one of the neighbors found out that the girl didn't have a driver's license and the car was stolen, still no police. Furthermore, the girl called her boyfriend to come and pick her up, when he arrived he threatened to kill my neighbor, still no police. To add insult to injury, the homeowner had to pay to have the car towed off of their property and have the lawn repaired. They got an "incident report" from the police dept. over the phone so they could turn the damage in to their insurance company. The damages/expenses weren't covered by their homeowner's policy unless the car had hit their house.

I live close but not in that mis-managed disaster of a municipality. My police dept is fairly well managed and responsive.
 
Red light camera are only for revenue collection and have little to do with safety.
I am going to disagree. There is so little enforcement of traffic rules by police and one way to have enforcement is to have red light cameras at intersections and speed cameras on the highway. Drivers might be self centered but they do feel the sting of a pricey ticket.

My attitude is to let them learn the hard way, but to not be one of the vehicles they hit to learn from.

Karma and statistics will ketch up to them.
 
I live in an area with more 4-way stops than I can think of. In my driving lifetime, I can only think of a few instances where someone blew right though. Maybe it's the potholes and rust.

Now.. Who goes first when two or more vehicles stop at the same time? That can be comical.
 
"First to arrive, first to be given the right of way". You really aren't given anything at said intersection, the other driver(s) has to yield to you. It happens less and less these days.
 
I'll certainly see drivers roll through them, but rarely anything egregious. I was at a 3-way stop at a T intersection once when I was coming to a stop. There was a big 'ol pickup truck coming from the other direction and just went right through without even slowing down. I figure that if I just made the stop and turn without thinking, I would have been T-boned pretty badly. That was probably the worst I've seen.
 
The latest thing they do here is that if you stop all the way everybody else will just keep going without stopping. Just yesterday, three cars in a row kept going through the intersection because I had stopped. All going in the same direction!

Just pull out when its your turn. I've done that a couple times, and they always stop.

If you ever stop it's never your turn. They just keep going at 30mph. There are a few intersections around town where that's now standard practice. The other recent thing is that people who are making right turns don't do it from the right lane but they stay half in the left lane blocking it while waiting for pedestrians to clear the crosswalk.
