Forgot to fill oil filter all the way, tapping noise...bad?

No, not really. When I take off the old filter, a little more oil drains into the pan. It just depends how much more on your car.
 
Try a 2001 F150 5.4 with the horizontal mounted oil filter, there is no way you can prefill it.
 
My take on it is that I still fill the filter on my wifes towncar (4.6) and my daughters Blazer (4.3) halfway. I also change them relatively hot so the oil is still in the bearings. On my old gmc 305 I mash the gas pedal and use the fuel cutoff to crank the oil pressure up. It has 225K on it and the bearings will rap with no oil. Many cars have a fuel cutoff for clearing a flooded engine which can be used to bring up the oil pressure without starting the engine.
