I just bought some cheapie Sakura filters and when looking inside they all seem to have been assembled with copious amounts of some sort of glue. There is a reasonable ammount of glue on the end plate on the inside of the filter. Is this potentially a problem?

There's excess sealing in most of a case of Wix 57112 filters I just received. Mostly it's globs where the baseplate seals against the can, but there are also some loose bits of this material on the can inside the gasket perimeter. I just scraped it off my my fingernail and all is well.
