Who makes a transmission pan drain plug? Will the dealer have one? Are they hard to install? I am having my transmission serviced tomorrow and would like to have a drain plug installed so that I can at least drain the pan and "top off" with fresh fluid occasionally to keep my fluid fresh.

Check eBay for the B&M universal ones. I got mine for $4 delivered and it was a breeze to install. Just drill a 1/2" hole and deburr the hole. Install the drain and torque to 20-25 Ft.lbs and volla, done.
$4 delivered! wow, going to have to look for that....parts store wants $12 and change.
Get a fluid extractor and regularly suck out fluid from the dipstick and refresh. Then do a pan drop/filter change every 50k. I have heard those universal drain bolts leak.
I plan on using some black RTV, along with blue threadlock, to avoid leaks.
worst case scenario, if it leaks, I JB Weld a plate inside and out to close the whole up!

After drilling a hole in the pan, I braze a nut on the inside of the pan and use a drain bolt.
Is it possible to install a fram sure drain by making a hole in a transmission pan? I think that would be the best option and you could drain as much as you want out just using the hose provided withought creating a mess. If anyone has tried this please let us know if it was successful for you. If there were any leaks etc., or other issues.

I would be afraid of the Fram drain hanging down there looking for some object to smack into.

Obviously a braze job or an aftermarket pan with plug is the best bet if you want to go that route, but I've never seen a complaint associated with Napa or B&M drain bolt kits. I would skip the installation on a low clearance application or one where a replacement pan would cost you an arm and a leg. For instance, on a 4L60E, if you don't like your DIY plug, a new aftermarket pan can be had for $20-30.
