When you asked the content creator, what was his response?
Yes, Steve, or at least his camera guy has been doing this on all of his videos. Maybe it was a request by the dog's owner...who knows?
What I am more surprised about is that this yard that he frequents is in MA, and I am amazed that they have as much property as they do devoted to cars that are long past their prime of earnings contribution to the business especially in that state.

That's one of the tricks YouTubers use to gain comments and reactions. They will misspell words intentionally, make math errors, misstate minor facts, or whatever for these reasons. It's to increase user engagement with something weird or in this case, funny. YouTube Studio actually lets you blur parts of the video after upload but this looks like it was done in post production. Pretty cool video and channel though, thankyou.
