A seat heater doesn't make the seat any hotter than it would get in summer parked in the sun.

Heat will accelerate the process of leather drying out. Having said that, if you only occasionally use the heated seat function I don't think it will cause any significant issues. The seats on my Accord don't exhibit any "dry rotting" due to using the heated seat function, but I only use it during our short winter months.
Exactly this, UV light is not a friend to the car. Paint, leather, plastics, vinyl, rubber....all take a beating baking in the sun. Heat won't bother a thing.

If you notice, cars with no tinted windows will have interiors that are baked to a crisp. Cars with good dark tinted widows will have showroom fresh interiors. You wouldn't believe how incredibly mint my 300ZX's interior is (it's had tinted windows since brand new). Looks like it just came off the showroom floor. Tinted windows will save your interior.
Not sure about dry rot, but they do get hot. Here in the southwest, summer temps can run 115+. I fired the leather seats that came with my car, and I ordered aftermarket seats with fabric center inserts. It‘s made a world of difference in comfort with no sweaty back or sweaty ass after six years of use. The fabric is holding up very well.
