Always discuss it as an out-the-door price. OTD is the ONLY way to negotiate.
Establish the OTD first, then discuss (if appropriate) financing costs separately.

The "asking price" of a vehicle (or any item, for that matter) is to be ONE price; not flexible. This is per multiple FTC laws and rulings.
This, but first establish what your maximum that you are willing to pay for a vehicle and work from there and do not waver from your max, as you will be essentially negotiating against yourself. Walk away, find another dealer or maybe another vehicle. Your path to the exit is your best negotiating tool.

Not worth getting wrapped up in the individual fees, additional dealer markups, demand escalations, etc., they do not matter. As the old saying goes "the money never leaves the table". Do your best research on the current market for the vehicle, establish your reasonable initial offer and do your negotiating work in the margin between that and your max. That margin is a good place to fill w/ any accessories, etc. that you want.

This can all be sidestepped if you negotiate an OTD price. Tell the salesperson the number you are willing to pay and leave it at that. However they allocated fees within that number won't affect you.
