Got a 2000 vic that has its OEM starter. I know how to access the top bolt and it sucks, I did these back in early 2000s and rust was not an issue.

How can I make sure I dont break the bolts?

No it broke down with no lift or torch set. Hence my fear. I have to travel with a replacment and hope for the best. Tow will be big bucks. Of course I plan to spray with blaster, tap them, and ima take a propane torch but usually that does not do much. I usually like the oxy acetl to really heat it up and quench with blaster.

I always read about people using crazy long extensions with a swivel to get the bolt. But would a old school half moon wrench work? Always been curious as that's what there meant for and metric ones are made now

This job really sucked. I am the one that wrote the article for crownvic.net decades ago, and on the 2002 and below, the frame crossmember makes this job a living nightmare to do. 2003+ frame redesign with the rack and pinion steering are much better. I dont care how good of a mechanic, or how many tricks or hack you have up your sleeve, the only way to get to the top two bolts is to unbolt the AC compressor and move it aside. It does not need to be disconnected. The feed a whole host of different extensions and wobblys back to the bolts.

Took 6PM to 10:30PM. AC compressor bolts hardly came out. They were nearly seized into the aluminum compressor body.

Needless to say the top bolt will never ever be going back in.
