I've got a crack in my windshield: from the stone chip there is a crack 2.5 inches one direction and another 2.5 inch crack 90 degrees off of that. it is very low and not in the field of vision. repair or replace?

So In total it's about 5 inches long? I'd say replace, cracks that long tend to spread rather quickly.
Repair is ALWAYS preferable to replacement unless the glass is so sandblasted that it's hard to see through when driving into the sun.
If caught before the cracks spread too far, it may be repairable. Your description of 2.5" in either direction sounds like it's already beyond help, but go to a glass shop immediately and ask them for their opinion. Don't leave it or it will spread even more.

If your policy went up because of the window replacement, would it be okay to ask what company/state...?
It was with Geico and I am in VA. The reason I made that statement is because I called them when renewal time came up and they said well you had one claim, and I said it was to fix a small bullseye in my windshield. They said that repair increased the next year premiums by around $20. JUST MY EXPERIENCE!
geico sucks. I switched to a different carrier and saved over 1000$ per year on my car alone, never mind my wifes. and a HUGE difference in coverage with the new carrier!
as for the crack(s) in the windshield, call safelite for an opinion.
wow, my total for both cars is under $1000 a year. I shop rates every year and my Independant agent is by far the best. Geico was second best, and USAA was near double what my indy offers.
