From personal experience, Costco is usually cheapest for top tier gas in immediate area. Not always thou. Some gas stations offer discounts if you use their cards or app e.g. Sinclair that sells Shell gas, 10c a gal discount in my area.
You need to pay attention to gas quality too, I used to but stopped using Safeway gas that was cheaper than Costco gas but engine didn't run well on it, done it many times over couple years to prove it to myself I wasn't imagining the difference.
Different engines react differently to lower quality gas.Not calling you a liar. But when I'm towing I fill up with the cheapest I can find-since I'm burning 1 gallon every ten miles. Can't tell any discernable difference.
Same here, we have extra taxes on gas in Greater Vancouver Regional District (GVRD) and when you go outside it gas is cheaper. I work in area on its boarder and see it. I do fill up in US thou as all in all I save $15-25 on a tank even with not the cheapest gas compared with cheapest gas immediately outside GVRD.Costco here is in the city and is the cheapest in its immediate area, but is always more expensive than the top tier stations where I live 20 miles out of the city. My daughter lives 100 miles inland in another city, and she goes to Costco - tells me its cheapest there.

Curràntly gas buddy shows Costco to be $3.89 for regular. It also shows other stations near Costco that are the same price and even a few cents cheaper.

When I see stations that are cheaper than Costco they are all the big name stations up here (Petro Canada, Shell, Esso, Pioneer) and they are on a very busy road that gets a lot of traffic. When they are cheaper than Costco it’s because they get into a price war with each other and end up having their prices about 10 or even 15 cents a liter less than what they started the day at. Those lower prices only last a few hours later in the day and then they all reset to the higher price at midnight again.I would be weary of a station selling cheaper than Costco.
