CEL PO 2401 Toyota Matrix, causes?

My wifes 2007 Matrix 1800 keeps throwing this CEL in cold weather. I know it is the EV system, but can anyone suggest what the issue is likely to be?

I would rather not put it into the dealer.

I'm missing something here. What is the EV System?
Are there any auto parts stores that read codes for free. Here in the states most all of the large chain stores do.
This will be a good start.

Sorry that is the EVAP system. I have pulled the code PO 2401 (as in the title) but would like some advice on what common reasons might be.

I will start with a gas cap 'O' ring as that is cheap and easy, but not sure where to go from there.

Check the cap then make sure the leak detection pump is actually working.

Check the fuel filler tube(in the rear wheel well) and the assorted vent lines for rust or broken due to rust.

Can you smell fuel vapors anywhere around the tank or filler area?
