Stand pipe. Why when everyone else uses a rubber/silicone anti-drainback valve or a valve in the filter housing I do not know. Why do British cars power lights with Lucas Smoke?

Not sure, I just ordered it a couple weeks ago.
FWIW Ive been ordering thru rockauto for about 17 years now and have had only 2 actual problems out of the hundreds of orders Ive place. I personally have made many more times mistakes on the actual orders then anything on their end.
Ah, c'mon, as someone posted in another Toyota OEM filter related thread, aren't all RA filters just fakes made in China?
On serious note, ever since I came across Mexico made Bosch filters with barely open louvers I always check filters now.

I have never purchased anything from Rock Auto but I just searched that part # and Rock Auto has it noted as Famous Brand "Wholesaler Closeout 30-day Warranty" $0.89...
Yea, I would not do that again, you get what you pay for comes to mind as does Caveat emptor but thats totally uncool something like that getting past QC.
I would be on the phone emailing pics to someone who can do something about that.

Rock oil can be very problematic sometimes
This is not a defect. Old design, but there were some applications that used these (European vehicles maybe, I don't remember.) I have seen similar in the military also (portable crane if I recall correctly.) Wild you got one for a current car on RockAuto though.
I would not put Rock oil in my car. I agree, it could be very problematic. My ex-wifes car maybe.
What is a standpipe?
It prevents oil from draining out of the filter through the center tube. Another way is to use a check valve in the center tube - some of those have been shown here but they are also rare.

Standpipe...Learn something new every day! So perhaps IF my old Crown Vics filter had a Standpipe and a filter always full of oil I would not get that valve rattle after it sits a few days???

Why? It is built per design and nothing is defective here.
As noted several times now, a standpipe filter for Jaguar applications specing them. Props to @ZeeOSix for looking for an alternative explanation rather than jumping to conclusion of epic fail defect. As also noted, topic is an older (RA nos) Wix made CQ Blue filter. Standpipes can be found on some base end down diesel filters.

Looks fine to me. Some Euro applications run a “weird” filter with a standpipe or a different BPV config. VW and Mercedes were known to use upside-down spin-on filters.
If you found a British-made Crosland or EU-made filter, it would be very similar.
