In both cases, you likely got old stock. In the case of the Raybestos rotors, you got old stock for sure.
My friend bought ATE rotors for his BMW. Two were older and made in Germany, two were newer and made in China.
The Raybestos rotors I bought about 8 months ago were clearly marked "made in China."
If you do a little research online, you'll find that the parent company of Raybestos shut down their last US foundry for brake rotors a few years ago.
