I still prefer a hard shell over the clothing for serious water resistance. I wear layers under the shell according to temperature. A maybe less costly alternative to Gor-Tex is Helikon-Tex.

What’s with the mild Seattle climate that makes this such a hard thing? Are you set on the brand? A specific feature?

What actual climate requirements are you looking to deal with? Existing outdoors, long term, without an umbrella, in the cold? Or something more benign?

It was raining today. I wore my old military GoreTex shell over a thin jacket and a t-shirt. That was plenty warm at 54°F and I stayed dry. That thing is 26 years old. I also have a larger shell that I can wear over thicker jackets if necessary. I prefer a layered approach because I don't care for overheating.
