Here in sunny FL they are legal to drive on public roads, but that road must be posted at 25 mph or less. I'm not sure about the licensing/registration requirements, but it's done all the time. Even UPS uses a few to deliver packages around here.
I've seen several on 35/40 mph roads, not exactly legal, but I've never seen anyone being ticketed.
I do see "slow moving vehicle" and huge rear light bars on the back of some. Probably some sort of additional precaution taken by the owners.
Not as bad as those electric bicycles that will run 24 mph on a 25 mph posted road, People always run them flat out, so to pass them, you've really got to be careful. You just never know when one can't hear you and decide to swerve or make a left (no signals) in front of you!
