CVN-75 was commissioned in 1996. That puts her at 22 years in service. Which means that she will be due for a reactor complex overhaul (RCOH - new fuel, etc.) in a few years.
This is a very expensive proposition. Well over $1Billion (not cheap, but cheaper than the oil she would've burned in that time).
So, there is a looming big bill to pay on her, and given the strategic and political importance of our carriers, they often become "bargaining chips" in Congressional funding battles.
We have a budget battle taking place on the Hill right now.
I'm certain that there are point papers and PowerPoint briefs in the hands of staffers as part of those "discussions" which propose deferring the RCOH if the Navy were to face big budget reductions.
People, particularly political people, like the ones working on the Hill, love to be "in the know". And tell all their friends how much they "know"...
Easy to misconstrue bargaining proposals with plans.
Next thing you know: rumor with no real basis.
