From a risk to themselves, I'd agree as riding a bicycle doesn't offer the operator the same protection as driving a car.
From a risk to others, the motorist is far more dangerous as they are more likely to kill an innocent bystander compared to the cyclist.
If I am going to encounter someone in my car, I'll take the inattentive cyclist over the inattentive motorist 99 out of 100 times.
