I see alot of people who own the rice burner type cars, mostly V-Tec Civics. Are these cars really that fast? Also, what are the common modifications that people do to these? TIA!

Fast: No, not even close. Most of the v-tec'd Civics around here are the eco, or inverse version of the v-tec, making their ricing out a bit ironic, really.
Common Mod: [censored] cannon, HID lights, rims (rear, then front, as they can afford them.)
EDIT: Could a good driver in an appropriately-modified Civic si beat me around an auto-x course? Absolutely.

Most of the ones I have seen around here will do nothing more than attract undesired attention from law enforcement and other, less savory, individuals. It's more or less the "adult" (I use the term loosely) equivalent of putting baseball cards in your spokes. Most are poorly executed and sound like weed whackers.
If they know what they are doing they slap a turbo on it. Anything less than FI is rice for most budgets. Even with a turbo most lose their fuel sipper status, and it's just another fastish car.
Typical "ricer" mods are chopping the springs, installing a flatulent muffler, Ebay "CAI", peeling tint, purple HID's, mis-matched wheels with bald tires, and a giant wing on the trunk. They also may have a cheap stereo that annoys the daylights out of those around with the rattling of body panels while it deafens the occupants. Lastly, you need stickers. Depending on the size of the sticker, it's +2 to +100 whp. The more the better.

If it's a turbo, you must run 20w-50 in it for maximum protection even at 10*F, weld the wastegate because fast, have a giant FMIC, a 4" exhaust because backpressure, and a super-loud blow-off valve so folks know how much boost you just dumped.

There's also another way to go. Build a fast car but keep it looking prim and proper. This style is called a "gentleman's express". An example. A friend has an M5 with the badges removed and some other detail work to hide its true identity. It looks like a standard 5 Series BMW but with a lot of work done by a well known tuner this is one very quick and fast car that really handles. Besides the purchase price of a one year old M5 he's put almost $100K into the car including hiding a roll bar in the interior, a fire system, fuel cell, suspension mods and a killer engine. The car still looks normal to everyone except someone that really knows what they might be looking at. The engine mods were so well done that if you keep off the gas pedal it drives just like a stock car and behaves that way as well, until you step on it. They the fun begins.
My MS3 eats riced Civics on a regular basis; most ricers don't recognize my car and think that it is just a low-powered grocery getter(admittedly it isn't that fast, but it is quick enough to spank the coffee-can crowd). That said, the Civic Si is a nice car, but it certainly isn't known for straight line speed.
I never understood the ricer mentality.
Lets buy an economy car that in stock form has less hp than n my motorcycle and lets put a junk muffler that is irritating and sounds horrible. And lets try to get super high hp from it but there are no supporting parts that can handle the extra hp created.

Judging forum the posts I think this forum skews old .I think you are asking two different questions. Can civics go fast ? yep the fast fwd civics are in the 7's. By any ones definition that is smoking fast. A ricer can be any car decked out in vatozone gear you will know a ricer when you see it
I've seen a few Civics that actually look kinda nice all done up, but not alot. What is all of this 'JDM' business also?

Japan Domestic Market- they want the car to look exactly like it does in Japan- some have even gone as far as converting their car to right-hand drive.

Most ricers are quick..yes, but fast...no. However my 2.4 i-vtec Accord does keep with if not surpass most GM V6 cars. I find the japanese 4 bangers to be all around better than the domestic options. But really, I dont understand the "ricer" crowd...Civics are nice cars, why ruin them by putting all those aftermarket parts on.

Civics in the 7's aren't driving around on the street. If you put a big enough engine in a tractor you could probably get it to run 7's as well, but when does a car become something other than its badge? Once you're swapping motors I'd say it starts to get kind of hazy.

Ha, my Civic is gutless and tall-geared (I can hit 60mph in 2nd gear), but returns 40-41 mpg AVERAGE and was $2700 a year ago.

You are 100% correct. Most "drivers" these days do not DRIVE. They talk, text, mess with sound system, play with GPS, etc., but never DRIVE. It's pretty easy to tell by the increased numbers of DA's driving along with turn signals blinking for miles. It's time to take individual decision making out of commuting, or we are destined to ever worsening traffic jams. The dumbing down of humanity is no more evident than on the roadways.
