In 1997 I moved from SoCal to Cincinatti Ohio. I was running SAE40 in my 360 Dodge at the time.

My 1st night was in Flagstaff Az and that morning the temp was 6 or so and it started right up. Same temps when I got to Ohio and it still started up every morning.

Not from what I have experienced. It's 16 here today. The van started normally, although I must admit it is just a little rough until it gets heated some on E85. I can't imagine 20% of a multigrade mixed in makes a huge difference. I do remember from being a kid in the 60's that 30 weights were often run year round. You would have the occasional guy that would switch to a 20 weight for winter, but straight 30 got a lot of cars alot of miles. "Wolf's Head 30 weight. It'll never let you down."
