Was watching this video and at 3:35 he says it's a 2WD with a locker. What's the point?

That's why I was asking. Why would they be looking at the front if it has a rear locker?How can you have a locker on the front when it's a 2WD? That part isn't on the truck.
Looks something like these to me. If not, I understand.It's just a cap that goes over the lugnuts, it's cosmetic. The front wheels are just free spinning at all times on a RWD only vehicle.
