2017 Jeep Grand Cherokee Ignition interlock?

Hello. I'll be as brief as I can be.

HISTORY: A friend just bought the title vehicle. OBVIOUSLY he's been stepping on the brake before pushing the start button.
TODAY: He calls to tell me he has to press real hard on the pedal to get the ignition button to work.
ME: I have no idea if the ignition interlock is electric (my guess) or mechanical, like a cable. I doubt this.
HE: Is away visiting and doesn't have his meter. He couldn't do an early morning battery check. (he called REAL EARLY this morning).

Any ideas regarding the interlock setup?
Anybody know a good Jeep board which includes Grand Cherokees?

If there is no vacuum the brake pedal will be hard.
how sure are you this is an issue?
is it happening continuously or just first start after it was parked overnight.
