2007 Grand Caravan pass slider door lock actuator

I'm replacing (trying to, at least) the passenger side door lock actuator on an 07 Grand Caravan. after a little research, it appears that its held in place by a screw that you cannot access without drilling a hole in the (inside of the) door !!??!!??

Does anyone know otherwise?
Why would they do this?
How did they assemble it at the factory?
does anyone know a DC engineer that I can ......

follow up: sure enough. measure in the right distance. drill a 3/8 hole. easy to remove.
