13 Spark drum brake stuck

I’m scratching my head on this one. I’m no disc brake expert but Ive changed 5 or more over the years. Got the shoes changed identical to how it was before. Verified by pics and comparing to the other side. Spins freely till you tightened the drum down. Has a screw that we were using to test. Seems like something on the back shoe. The only difference i see is the new pad the liner goes all the way to the top of the shoe. The old looks like the pic below. I looked at Autozone and looks like there’s look identical. The replacements we got was from OReillys.

But it spins freely till we tigheten the drum down. It was fine before. Would the difference in pad cause it? We wire wheel and grinded the edge of the drum and no change.

To be honest you got me scratching my head as well reading your title and post as that is a drum brake shoe not disc brake pad. Also having another picture of the other brake shoe so we can view the difference would be very helpful. Can't help you without some more info and pics BUT with that being said if the new shoes don't look like the ones coming off (that I assume worked fine) then I would not even spend a second trying to make them work - return them.
 
You have the shoe adjustment out too far, back it off a couple of clicks and retry. Furthermore, the lining sizes are supposed to be different. The lining should be larger on two of them (secondary shoes), the rear shoes.

Changed it.. had a major headache yesterday and should of waited to dive into this. I didn't grab a pic with the new ones but it is identical except for the secondary shoe with the parking park. I was exhausted after working on this for 4+ hrs. I told dad my thought was to buy the Autozone set and if those work return the OReilly's. Not the first time I got wrong parts from them. It needs a wheel cylinder on this side also since the boot was full of fluid. Not enough to leak out though.

Put the adjustment all the way in and it does spin freely until the drum is fully seated. The auto adjuster is free and works.
 
Update.. ordered some Powerstop shoes from RA. Had them on in 5 minutes. Spins free like it should… No idea what the difference is compared to the OReilly pads. Even they look identical which is different than the stock.
