It took many years for LAPD to just get a Semi-Auto. Same with NYPD. This is DECADES after every other police department had issued semi-autos.

Also not every LAPD cop gets a M16. There is only a FEW and they have to go to training OFTEN. ONLY SELECTED officers can get them..

Trust me, 911 hurt each and every American. (or at least ones that care about America)

If you are talking about CCW stopping criminals, I have no problem agreeing that it would give some scare into the criminals that are RATIONAL (those who think in terms of how much risk for a bank job that land me the money).

Now for those hot heads that shoot first and ask questions later, the road rages, and the nut jobs that do mass shootings like this one. I doubt having CCW around would help. Heck, this guy have license, legally owned gun, body armor, lots of ammo, block the back exit with a car.

Police arrive within 2 mins. What do you think a CCW can do? What's the chance that a nutter apply for CCW just to do these sorts of things?

They got them after a big shootout, and I do not know of any dept's actually issue assault rifles to their patrolman...most will have some sort of emergency access...

Are we under marshal law now? Because a slung rifle at a traffic stop would be very bad form and largely useless, if not a hindrance, in 99% of situations in which the officer needs to actually use deadly force...

The issuance of the M-16s to the LAPD (or whatever) was precedent with every major change in US law enforcement, just like when those "liberals" in Texas refused to arm their police with anything larger than a .38 revolver until after Charles Whiteman took over the university bell tower in 63'(?). They too had to go home and get their deer rifles and loot gunshops. This also led to the creation of SWAT/tactical teams in every major US PD. I believe in fact that it was the LAPD that was the first to do so, and is generally recognized to have one of the best rained SWAT teams on par with just about any military or paramilitary hostage rescue unit...

Incidentally, the M-16A2 is not "full auto," it fires a three round burst at the cyclic rate of 900 rpm, and semi-auto...only the M-16A3 (for the SEALS) and the Canadian version called the C-7/8 are full auto anymore...

Secondly, I am sure that at least the NYPD has full auto on a hodge-podge of rifles, including the AC556 which is the assault rifle, full auto version of my beloved Mini-14...

And the problem was penetration of body armor here, not how many rounds one could shoot up at ducks with, which is inevitably the result of going-to-town on full auto anyways. Or, the "pray-and-spray," which is contrary to fire-discipline since even small-caliber rifles are hard to control...

Every CAR gets one in the trunk I believe. I'll check...

And what is the point of having rifles everywhere? How often are drugged-up psychopaths carrying a golf-bag-like assortment of AKs, G3s, etc. in the trunk of their getaway cars? And obviously one would want only selected, trained police to have such firepower...

They might be better off issuing the current US Army sniper version of the AR-10 (M-25?) or the M-21 (modernized M-14)...

My brother went to SUNY Binghamton and graduated a year ago. I visited him often at his apartment when he lived there for a few years.

Binghamton is a typical small Upstate NY city....unemployment is relatively high because of the loss of manufacturing jobs, and most of the folks there are very grateful for the little they have. The folks that live there are very nice people, and I'm sad something happened to a city that is filled with so many hard working and honest people.

My thoughts and prayers have, and continue to go out to the families of the victims.

Judging by the latest reports it look like the shooter was paranoid. In a premortem letter he claimed to have been followed, harassed, and tortured by "undercover cops" since the '90s. Of course, he must have been also a little psychotic, because not all paranoid people start offing other people as a final solution.
 
I thought on the news, they said the guy's letter said that he was picked on by his foreign accent and he's been unemployed?
