According to my calculations you don't hit redline in 4th gear until about 124 mph. 117 in 5th would be 4935 RPM and in 4th would be 6442 RPM. Rough numbers of course. It's possible the car hits its top speed in 4th (peak power is at 6300 RPM) but obviously the difference isn't going to be very large.
 
The top speed on newer vehicles is usually determined by the speed rating of the factory installed tires. So if your vehicle came with a lower speed rated tire your max speed will be set lower.
