I was at Fleet Farm checking out the oil section and when I looked at the back of a quart of QS green bottle 5w-30 near the bottom where it said made in USA it also said " NOT FOR SALE IN MEXICO" Why?

Why does a dino oil have the same pp as a syn? Is PYB really that good of a dino oil or is PP only a mediocre syn oil?
