They did not have any protective oil on them. They were dry and probably the reason why they ended up like this. It seems that there is some type of corrosion on the surface. These must have been sitting in a warehouse for MANY YEARS.
Returning them is not a problem since amazon.com offers free...
I purchased 2 new premium Wagner brake rotors from Amazon.com and they are discolored and rusted a bit, also there is some type of resin on them. Tried cleaning with brake cleaner, but no help.
Is this normal for a brand new rotor, or should I return these? thanks.

I might not have torqued the strut / mount nut enough, causing a loose strut mount. The nut is recessed inside the mount, with a squared off shaft and difficult to get at since the strut rod turns when it is tight.
Is there a special tool to torque it down to specs?
I replaced the strut mounts / bearings on my front struts on a '93 dodge intrepid, but now there is a couple of major 'clunks' while turning the wheel at very low speeds < 5 MPH.
