Dine and dash is only a problem at places with table service, the kind of places that pay their servers $2 per hour.
Online orders and takeout also require prepayment.
There are some places, such as Panera, that are 'hybrid' table service, Panera being an example of this. You pay at the counter, or a touch screen, then someone brings the food to your table.
Even some high end restaurants that require reservations now require pre-payment when you book the reservation, albeit for a different reason (mostly to compensate for no-shows)

Without going political this is really not different than thieves in retails in low income area. Stores will eventually close even if you force people to pay first or go self service, take out only. What makes you think armed robbery won't happen when they pay you cash first?
Regarding to prepay, if they do that to everyone then I'm ok. If only to some people then I won't like it. We start seeing places that do no cash (card only) and prepay, that's a good trend as it reduces robbery and tax evasion. They probably assume that if you won't use card or phone payment then you are likely not their target customers anyways.
