Russians are all about cheap, fast production, and that includes aircraft. The MIG-35 is -30% cheaper than the F-16. (yet, Russia still can't produce half the number that we have) They've had that mindset for centuries, and manpower is no exception. In pretty much every war, their strategy is to keep feeding bodies into the meat grinder until the problem goes away.
Nuclear isn't even an exception. The RBMK-1000 reactor (the type at Chernobyl) didn't have separate containment structures around the reactor, which likely would've prevented the major fallout, because it added too much cost.
