I have a Napa Gold (WIX) filter that I just purchased a few months ago. I always look at the threads to see if there are any metal shavings hanging loose. I spotted one on the inside of the filter and bent it outwards with my finger. I couldn't get it to break loose, so I went to get small needle nose pliers and tweezers. The filter was laying on its side. When I got back the metal shaving/chip was gone. I don't know where it went. There was nobody else around. I looked on the table and inside the can. I banged the filter on the table to see if the piece would fall out. The chip/shaving was about 3/16" long and looked thicker than a human hair. I really don't want a piece of metal between my crankshaft and bearings. The filter was under $4, so I am not out that much. I might just cut it open to see what it looks like.

When in doubt, toss it out.
Use compressed air to blow it out of the filter. I bet you'll find it this way...just use a large white trash bag underneath when your blowing the filter out so you can confirm it came out. If yo udon't see the filing throw it out just to be sure.
Why not just take it back to NAPA and exchange it for one that is all there?
The exact same issue arose with a Carquest Blue (Wix) filter I purchased a few weeks ago. I took it back for a refund. I suggest you do the same. Whatever you do don't use it. Last week I cut open a used Wix filter from my uncles Accord and it had a large piece of glue caught in the pleats. It was as hard as a piece of glass. Now I am a little leery of their QC.

That's a lot safer than having something come loose from the center tube side of the media ... that stuff will go directly into the engine. Stuff breaking loose on the other side gets caught in the media ... just like it should.

If you return it, it'll probably go right back on the shelf, so you would want to put a small mark with a sharpie somewhere on it so you don't grab the same one next time.
I wouldn't use it. Like other's have said, take it back or toss it.
