Which loctite to use?

Red loctite will be fine.

I know people really think there are huge differences between the various forms of Loctite. They are more similar than different, unless you get to the specialized products designed for extreme heat, or designed to "wick" into the smallest of gaps. The breakaway torque of Red vs Blue is nowhere near the level of a fully rusted fastener..... On a 3/8 inch thread, the red might be 10-14 foot pounds and the blue might be 8 to 12 foot pounds.
 
IMO that is totally the wrong product for this job, this is not a threaded part but a press in. There is a huge different in the real application of red vs blue on a loaded threaded fastener. GM used red on front wheel hub bolts and the crank bolt on one engine I can think of, all were real serious bugger to remove without heat.
The way the Permatex pdf reads is misleading in a way and I hope people dont take the numbers you cite as it doesnt matter if they use the red if the blue runs out as there isnt much between them.
 
You would use an anaerobic sealer for that, similar to what engine block sleeves are installed with. The less expensive solution would be red permatex RTV, which would be fine for that application.
 
I’d use the red loctite on the sleeve that pressed into the block... however I’d use an anti-seize compound on the threaded heating element.
