I tried using Amsterdam and even the UK but it said blocked and didn't even offer Captcha. It doesn't matter here in the US but some places around the world are censoring pretty heavy and cloudflare by default stops around 80 something percent of all Tor traffic from what I've read.

Who owns them? Who targets them? Why are they so valuable?

They are one of the biggest DNS servers in the world. DNS converts that nice www.google.com into a IP address so that routers and switches on the internet or in your home know where it has to go . Most people don't know how complex the internet really is or how it gets packets (your page request ) from your home to anywhere in the world . I think I set my DNs up as cloudflare at 1.1.1.1 . A lot of local ISP's use them too .

Cloudflares benefit is permanently blocking me from seeing my favorite restaurants menu on their website.

Only site that does it, says I have to contact the owner, who can’t do anything about it.

Someone needs to roll up their sleeves and fix the problem. It can be very difficult and time consuming, as we have seen on this website, but the problem can be solved.
