What is the best way to close holes in auto floorboards caused by removal of screws?

Is this vehicle in the rust belt? I'm wondering if this is overthinking the problem, if it is.

I like the idea of JB Weld, although the rubber plug sounds easiest and sufficient--cars have various plugs like this in other spots.
 
Get it bright and then coat with 3m panel adhesives. Get one that indicates it has inhibitors in it.

Paint with Eastwood rust encapsulator if needed.
