closing a rust hole in a floorboard

A flux core welder is going to make a mess of bodywork. Any type of welding adds a burn-the-car-to-the-ground factor.

If it were me I'd pop rivet a patch and apply liberal amounts of sealant to it.

Another source of sheet metal is to buy a body panel from a junk yard and cut pieces out of it. hoods are nice and flat.

Not at all. A gas torch and some brazing rod, and flux. Your soldering skills transfer directly to it, which is not very true for any form of electric welding. You can buy or rent an A/C guys torch rig relatively inexpensively, and it would be good for as many, if not more things around the house as the wire flux unit. You don't even need acetylene, I have brazed with an oxygen/propane rig, although that might not be enough heat for a floor pan.
