What is Synthetic Technology?

I'm down to 4 litres in my current stock so it's time to top-up.

I usually purchase an ACEA C3 oil with Porsche A40 approval in quantities of 20 litres at a time. I see this as a good universal 'one size fits all' oil. However, a reasonable saving is available this time around if I went with a HDEO.

I have noticed a number of oils advertising themselves as 'Synthetic Technology'.

An example of this is Mobil Delvac MX ESP 15w40.

Now, I compared the available information out there to compare it to Delvac 1300 15w40 available across the pond and I'm almost certain it's exactly the same stuff. And Delvac 1300 is advertised as a Semi-Synthetic offering? Is that all 'Synthetic Technology means?

Although not PCMO, I believe the same technology is being used across the board with HDEO as well. There are various EHC levels.
