It's a nasty concoction of chopped meat, beans and chili that you would dump on a hot dog thus turning it into a "chili dog". There's also another step known as the "chili cheese dog". I've lived in NY all my life and I've never taken to these. There's a place in Brooklyn called Coney Island Joe's that sells a chili cheese double hot dog hero. My brother had one once. He said it was good, that thing was ugly.
Pablo, you are correct. The "purists" pop open a bag of Fritos and pour the chili inside. Anything to be different, I guess. I like the combo, but I just use a bowl.
In reference to the Chili-Cheese-Dog, the auto racing tracks I go to have concocted....you guessed it(!)..Chili-Cheese-FRIES. I can just hear the conversation "What is the absolutely least healthy thing we can make? Well, let's start with our worst ingrediants....."

The HDCS I've seen in stores usually has no meat or it has "meat products"
I always skip it and go straight for the Hormel Chili. Makin me hungry for Chili Cheese Dogs and Frito Pie.

I was stuck at work one Sunday, and the operators had their food call, (drive 10km to the nearest takeaway), and kindly shouted the carrot and celeryless turbine engineer in.
Potato scallops (potato cakes, where I came from), with chicken salt and BBQ sauce...strangely enticing.
tried google imaging the thing...no luck.
Take a slice of a large potato, batter, and fry. Add chicken slat, then douse in BBQ sauce.
Another spin on the chili cheese fries is that heart attack on a plate they serve at Outback. I won't go there anymore, but my stepkids used to order these fries that had bacon, cheese, gravy and [censored] knows what else... My chest used to hurt watching them eat that.
Funny thing. We give our pets small amounts of leftovers as a treat. The cats we've had over the years have all loved "people food", even potatoes, veggies, and pasta, but they generally would not touch the cheaper hot dog chili we used to get for making chili dogs at home. They simply would not eat Castleberry's, Texas Pete, or most store brands.
When we decided to use real Hormel chili without beans as the local Dairy Queens use on their chili dogs, the cats suddenly got very interested in it. They love the Hormel version! Makes you wonder what's in the cheaper stuff that even puts off pets from eating it.
