it depends on volume usually. places that have a lot of used oil can usually sell it, smaller places often have to pay. there's a lot of paperwork involved so it's not all profit for the recyclers.
 
Marine turbines burn "bunker C"- a heavy residual oil that's pre heated etc.
There was a really funny thread a while back from one of our experts on the absolute, positive absence of "bunker" oil in penetrating oils.
He had never heard of the fish called moss bunker.
