That's exactly how I read it too.
 
Typically when a time is listed on a road sign, it's indicating the time that the sign is in effect.

So, I would read it as no left turns except for school buses, effective from 7-10 am. Outside of those hours, the sign is not in effect so anyone may make a left turn.

In that case the time should be at the top of the sign. If it's outside that time window the whole rest of the sign is not in effect.

7:00 - 10:00 AM
NO LEFT TURN
EXCEPT SCHOOL BUSES

There are a lot with "Trucks" at the top, meaning the rule in the sign only applies to trucks.

Except that in this case the time is after the word "Except" so a strict interpretation would be that the sign is not in effect during that time.
