What causes this paint blemish?

Hello everyone my girlfriends dart has this raised blemish I suspect it's rust under the paint. What causes this I've seen it on a few darts.

My first thought that this can't be one of the new style Dodge Darts, but something from the 1970's. I owned a number of original paint Mopars of that era and have seen the bubbling/blistering paint fairly often. Maybe more likely on a lousy repaint than under original paint.
 
The black is all plasti dip not done by me that's the hood. The little raised bump on the end of the white is what I'm referring to
 
That white paint needs clay bar'd.

What part of the car is this? is that dirt between the sheet metal?

If anything, give it a bath.

I don't think it's dirt because it wasn't there before. I think it's a rust pocket forming. It's just dirty from bugs is washed a week ago! This time of year is brutal in Missouri , pollen bugs ect

That's a new one on me. Maybe your talking about washing your car in direct sunlight? That-is an issue only because the water/soap can dry before you get a chance to rinse/dry off the car.
 
Common on lighter colored cars. It is rail dust. Iron X will take care of it easily followed by a clay bar. Available on amazon, Autogeek, etc. Instead of clay I'd recommend Surf City Clayzilla at Walmart.

Where it's actually a raised up spot in the paint?
 
Should be easy to check if it's a bubble with rust or contamination under the paint coat. If it's rust it's in a bad spot being on that edge. There could be rust all along that edge.

What is that material or surface between the white and the black? It looks like granite countertop.
 
It sure looks like rust bubble to me. That plasti-dip job is really bad. I'd get that off of there and re-do it if she really wants it on the car. I don't care for it myself but some do.

Hmmm, no not the raised part. Just the tiny rust colored specs that are on the paint. Not sure about the bubble.
