I'm assuming that you mean people should purchase cars to keep pollution down by always running something newer and efficient, is this right?
That is part of it. But more specifically, I was trying to distinguish between other peoples' actions which do effect us (for instance needless idling which pollutes the common air) versus actions which don't reflect our personal values but effect us only marginally, if at all.
I hate waste myself, but I also know that you can waste thousands of dollars of time trying to save hundreds of dollars of material. If a person has a low earning power then it makes sense to "use up" a vehicle, but if the opportunity cost of their labor is high then it makes sense to pass the vehicle to someone who benefits from laboring on the vehicle instead of their job.
