I'd probably climb up and enjoy the view without a problem but walking around the top of it for kicks would be a big NO for me. I would imagine a bad case of vertigo could set in quickly if you lost focus on the path.

edit- I would go to the last rung of the ladder and check out the view from there, I wouldn't get up on the top without anything to hold onto. Even then, I wouldn't be there for long.

This is why I prefer the 4 wheel units to any climbing out there; you’re are stable yet comfy inside one
