I drive thru Redding frequently and stay there every now and then, and have one friend who lives there. It seems like all the downsides of California with none of the upsides.
Downsides:
Still fairly expensive to live there over all costs of living
Hot as heck in the summer
Majority of the city council is owned by a cult
Fire-nados
Upsides:
You can still grow pretty good citrus there
Proximity to the mountains
