Weird valve that isolates toilet

Hi all,

Installing a bidet for a friend and the water valve is this “push-pull” thing. Says pull to close valve. I tried everything. This thing is t budging. I went to another toilet in house and the one in there worked fine. Pop out and it shuts water. Click. Push in to turn water back on. Click. This one won’t move.

Any idea how to get it unstuck? What are these called?

i would really recommend replacing that style valve with the fixed supply line. just understand what you could be getting into, do you know if thats pex or cpvc?

It’s PEX line. I saw a youtube video where a guy replaced those with a standard valve. Used glue to attach it to the PEX line though. Not sure. I need to research it. I see lots of compression fittings that look like they would work.
 
replaced a lot of those for freinds . they were used even in mil dollars houses . they are known to be an issue and should be replaced . interestingly they are still being made .

to remove it just pull hard while twisting . if it does not come of , cut it off at the end of the pipe. to replace it there many options . i personally would use this method . the tool is cheap
