Water leak detection help needed

Hi, I have a leak in my home and I need help figuring our the source.
At my front entrance, I have 4 concrete steps leading up to the front door. These four steps are approx 5x4 feet total in size. Right below this structure, in the basement I have a storm shelter. During the past 2 heavy rainfalls, I have noticed water leaking through the storm shelter ceiling at one particular corner.
Any suggestions on how to troubleshoot this?

What is around the steps? Picture?
 
appears to be coming from the steps and not from underneath the raised platform/porch.

downspouts end at the final step. I have been wondering if the water is not draining off the driveway fast enough, leading to water making its way under the steps.
 
I would add a section of downspout to your drains and see what happens during the next heavy rain (an experiment).
Downspouts are 10 feet long .... cut in half for 5 ft each.
Getting the rainwater farther away from the house.
Process of elimination.

Edit: Maybe you can also add some dirt to any lower areas.
