"licensed to manufacture" = they bought or pay a fee for the Gumout products formulas

They could be the only supplier (other than Gumout themselves) or there could be many. It's all about manufacturing capacity, location, and so on.
 
Gumout is just a few chemicals mixed together and packed. Well within the ability of Warren or any other petrochemical company.

Since 2011 Gumout is part of ITW Brands. Before that they were part of SOPUS Products. So before the ITW acquisition, Shell as an end product producer likely did the blending/making of Gumout products. Otoh, ITW needs a blender for Gumout products like the Regane line so Warren as a blender must fill the bill for them now. As noted, could be others or perhaps Warren has it all.

I'd guess the majority of automotive chemicals are nothing too exotic and can easily be blended by dozens or more likely, hundreds of blenders around the country/world. A big reason a company that focuses on automotive stuff would be "better" is their raw mat'l suppliers - they may already be purchasing large amounts of base products and getting better pricing from suppliers.

I've done a few Gumout rebates over the years and used to use Blue Coral Car Wash from Walmart ( big blue bottle), so I remember them being part of SOPUS and then being acquired. The BC Car Wash was cheap, but not that great imo, had to use alot. Otoh, Regane CFSC remains one of my favorites, especially High Mileage bottle now.
