A hex bit is the same as an Allen bit. A triple square (12 point) is not the same as a torx bit. Both, triple square and torx, exist in tamper resistant versions (they have a hole in the center).
My Audi A4 (same platform as the Passat) requires a 17 mm hex bit for the tranny fill plug and a 16 mm 12 point bit for the drain plug. I guess you have to crawl under the car and find out what's there. Depending on model year and on whether you have an AWD Passat, the plugs may very well vary.
