It could be any building that has been designed to withstand any of several destructive scenarios, for example a tsunami. Supposedly Japan has at least some of those structures. Apparently a new city hall in Cannon Beach, Oregon, was planned as a vertical evacuation structure, but lack of funds killed the project.

Do you know of any such structures along any coast?

"A decision to gather on the roof of the town hall proved fateful for many. Mr. Sato, the mayor, said he and other town employees rushed to watch the approaching wave from the roof, which at three stories high and a half-mile from the shore seemed safely out of harm’s way.

Instead, Mr. Sato said, the water roared up to the building and swept over its roof, pinning him against a steel railing, with his head just above water"

You'll recall New Orleans officials denying, until the last minute, that the Superdome was a Katrina refuge. They (rightly) wanted people to get out of town. Any supposed shelter minutes away downtown, for convenience, will be a magnet to stay against better circumstances elsewhere.

It is true that people SHOULD go. However we have two issues:

1) so many illegals and criminals who dont care that we desire to remain to protect our stuff

2) No practical way to quickly evacuate (within minutes) from a place by the thousands/hundreds of thousands/millions

Thus t a way to effectively pack people and keep them mostly out of harm's way isnt a bad idea. If it can be done.

Getting up in the air like that would make you more susceptible to radiation poisoning .....

You can't predict all circumstances, and how do you know how tall to build the vertical evacuation structure? How about earth quake prove? How about fire proof? Anything that's good for flood is bad for fire, vice versa, and anything that's not used in regular time will be a magnet for drug addicts.

My question was if anybody here knew of any such structures along any coast. Whether or not you believe such structures make sense doesn't interest me.

Let me google that for you

Poor comprehension? Google doesn't tell me if YOU know if there are such structures. I simply want to know if YOU are informed.

Probably not a good investment. From the news I was watching people in CA where driving into the tsunami area and jogging on the beach despite the tsunami warning. I couldn't understand it.
