Vehicle title and registration questions.

Back ground:
From Tennessee, moved to Chicago in 2008 for school. Will be here another year or two at least. We moved here with a 1996 Outback after we moved here. After moving here, I switched to a local car insurance agent in the same company for convenience sake, so I had a car with a TN title/plate/registration and IL insurance cards. After that car got totaled we got our 2003 here in Chicago. Being a local private party sale I couldn't easily get a temp tag so the vehicle is titled and so forth in IL.

Chicago is stupidly expensive on registration, plates, and city parking stickers.

Is there any way I can re-register my car in TN the next time I am home? I still have a TN driver's license as I am not considered a full IL resident as a student. Actually, I don't really know where I am considered a full time resident of. I have a TN DL with my parent's address (my last permanent one-apartments changed every year at least), my IL address is my school campus address so my bills can get to me, and my only W2 this year is from my school.

Can I legally re-register my vehicle in my home state to save a few hundred dollars a year?
 
Wouldn't that require getting it re-titled as well? The current title is in my name for the state of Illinois.

yes, u would have to retitle in your registration state. Yes, they are stupid expensive in IL. I collect cars and keeping them all plated is crazy. plus, I store some in MI and some in WI, so everytime IL sends me the goofy EPA polution test - its a nightmare getting the cars back here for the test. oh sorry, straying off topic.

I'm looking at what I need to have to re-title, and it looks like I don't have enough valid forms of secondary identification. Annoying.

Can't use my only W2 because I worked for my school this year. I don't have Tennessee health insurance because everything was then out of network with little to no co-pay up here, so I switched to IL health insurance. My bank statement is mailed to my school who then puts it in my campus mailbox. Hmph. I have a valid DL and SS card, but that won't be enough. Silly needing 2 forms of secondary ID.
